Why data sovereignty matters in health research
Health data is among the most regulated information that exists. Patient records collected in Germany are governed by German and EU law; records collected in Singapore fall under Singaporean law. The moment data is copied across a border — or even into another organization’s cloud account — the original custodian loses practical control over it, whatever the contract says.
That is why national genomics programs, health systems, and regulators increasingly require research architectures where the data physically stays within the custodian’s jurisdiction and infrastructure.
How sovereignty is enforced in practice
Modern research infrastructure enforces sovereignty by design rather than by policy: the data never moves, and the analysis travels to it. A federated Trusted Research Environment keeps every dataset inside its custodian’s boundary, sends approved queries to the data, and returns only governed results. Every access is logged and auditable, so sovereignty is provable, not just promised.
